ORDINANCE REVIEW MINUTES

AUGUST 30, 2005


Prior to the meeting, notice was posted in the West Bend News, at the Town Hall, Fillmore Fire Hall and Green Lake access.
The meeting was called to order at 7:00PM by Chairman Art Seyfert. Present were members Ralph Eisenmann, Joe Enright, Dale Spaeth, John Guttmann, Diana Susen, Zoning Admn Joanne Oneska, and several citizens.
The Pledge of Allegiance was recited.

Copies of the updated draft of the zoning codes were distributed and the 08/24/05 memo with these additional changes suggested:
A.ZONING ORDINANCE
1.Home Industry Business: Page 8 - (61) Home Occupation a.1. change the word resident to family
2.Accessory Building: Page 56 – Sec. 13-1-140(b)(3) add new: on a lot having <3 acres, a detached garage or accessory building can be up to 860 sq.ft.; also add new: For parcels of 5 or more acres, accessory structures will not be required to meet the above size requirements.
3.Regulation of animals: Page 25 – Sec. 13-1-44 (g) and Page 27 (f) change to read: animals on single family subdivided lots of 5 acres or less.
4.Storage Units: Page 28 –(33) add no outside storage, board polled 6-1 in favor of allowing mini-warehouse units in commercial zoning.
5.Minimum lot area language in CD and ID – no changes.
6. Farming operations – add Right to Farm ordinance number.
ADDITIONAL ADDITIONS: Page 22 –Sec. 13-1-42 RD reword to say the present zoning is ok; (b)(1)(b) change the word may to shall
B. SUBDIVISIOIN ORDINANCE Members polled 5/2 in favor of limiting lots verses limiting permits.
Members polled in number of lots allowable per year: average is 26 lots per year 13 units for subdivision lots, 13 for CSM. Should be reviewed on an annual basis. Add the allotment will apply on a pro rated basis on the year adopted.
C. MINOR LAND DIVISIONS -Add the new policy regarding 14 day submission deadline.
D. ROAD DESIGN – Art passed out map of cul de sac design with center island. Some additional changes will be submitted by Ike Roell.

E. FUTURE LAND USE MAP – a new map was distributed showing boundaries of ¼ mi extending from the 3 hamlets for Residential, and ¼ mi extending from existing residential for Country Estates, and Commercial along Hwy A from Woodland Lane west to Hwy 144.

PUBLIC PRESENTATION: R.Finch asked about including architectural review in the Site Plan Review section for Commercial and Industrial and use of tools for preserving open space and rural character. A.Seyfert – Neither will be included at this time, but we will continue to pursue this after the adoption of the proposed zoning ordinance changes. B.Bausch – Ask that a flyer regarding the "Nature and You" lecture series at UW be posted in town hall and website.
