TOWN OF FARMINGTON

TOWN BOARD MEETING (Unapproved)

7:00 PM

 

Prior to the meeting, notice was posted in the West Bend News, Kewaskum Statesman, on the web site, at the Town Hall, Fillmore Fire Hall and Green Lake Access.

 

The meeting was called to order at 7:00 pm by Chairman Gary Schreiber.  Present were Town  Supervisors Ike Roell and Art Seyfert, Clerk Joanne Oneska, Treasurer Ken  Ramthun, and several citizens.

 

The pledge of allegiance was recited.

 

MINUTES of March 6, 2007 were approved on a motion made by Art Seyfert, seconded by Ike Roell and carried.

 

PUBLIC INPUT  (Regarding agenda items)  None

 

BUILDING INSPECTOR  REPORT Clerk Joanne Oneska advised John would not be at the meeting - he advised 4 new homes started so far this year.

 

SIDEWALKS  Chairman Schreiber reviewed last months meeting regarding Hwy Commissioner Ken Pesch appearing, stating that the county will be re-doing Hwy H in a few years and would be removing the sidewalks in Fillmore; however, they would put the base in if the town decides to install sidewalks.  The consensus of opinion was that the sidewalks in Boltonville should be removed and those in Fillmore replaced, from Hwy XX to Hwy M, not further east to the cemetery as they are now.  Ike Roell asked about maintenance, and Chairman Schreiber stated those property owners would be responsible for shoveling and replacement if sections need repairs or replacement.  Scott Densow asked how will the town pay for them and Chairman Schreiber advised it will come out of the budget.  He made several calls and a 4’ x 5’ section would be around $120.00.  Art Seyfert moved to go ahead with the project for the sidewalk on the south side of Hwy H from Hwy XX to Hwy M in Fillmore with the stipulation that the County will do the grading and we handle the maintenance through ordinances at a later date, seconded by Ike Roell and carried.  Art Seyfert stated the Boltonville sidewalks will not be replaced since residents indicated they didn’t need them. 

 

RECYCLING RESOLUTION  The DNR is updating outdated resolutions, and sent a new resolution for the Board to consider.  Moved by Ike Roell to approve the Recycling Resolution requesting financial assistance in operating a recycling program and authorizing the Town Clerk to submit the application, sign the necessary documents and submit the final report.  Art Seyfert seconded and the motion carried.

 

ROAD TOUR  Date set for April 9th at 8:30 am

 

ROAD BIDS  will be advertised to open at the May 1st meeting.

 

PLAN COMMISSION APPOINTMENTS  Chairman Schreiber appointed  Joe Enright and John Guttmann for 3 year terms on the plan commission.

 

BOARD OF APPEALS APPOINTMENTS  Up for 3 year term:  Ken Theusch

Chairman Schreiber will contact Ken to see if he is interested in another term.

 

JAY ROAD CLEANUP  Dale Spaeths request to use the yellow truck for annual 4 H cleanup of Jay Rd. was approved by the Board.

 

LICENSE FEES  were changed on a motion made by Art Seyfert, seconded by Ike Roell and carried.  Beer license from $50 to $75, liquor from $120 to $175, Cigarette from $10 to $15, and bartender stays at $15 for one year, or an option for a 2 year at $30 will now be available.

 

STOLEN SIGNS/GARBAGE BEING DUMPED  Chairman Schreiber spoke about the problem with barricades moved, signs stolen and garbage dumped on the side of roads.  If any citizen observes any of these violations, they should get the license plate number, if possible, and contact a town board member or the Sheriffs Dept.  Chris Elbe advised that one of the tires in the ditch is his and it will be retrieved when the water goes down.

 

LICENSES  Operators licenses for Monique Benz, Samantha Dewey, Amanda Wolski, Amanda Miracola, Sheila Schultz were approved on a motion made by Ike Roell, seconded by Art Seyfert and carried.

 

UPCOMING MEETINGS OR EVENTS  Annual meeting April 10th, 7 pm.  WTA dinner meeting April       30th, Town of Jackson Town Hall, April 24th, 7 pm Conditional Use Permit hearing.

 

CORRESPONDENCE:  Wash. Cty. Land & Water Div.  Final approval of erosion control and stormwater plans for Jung Self Storage.  County Clerks Office will be updating information in the County Directory.  Wash. Co. Planning & Parks  approved Administrative Permit for 1350 W. Green Lake Dr.  Cty. Board of Supervisors met March 13th re: amend Zoning Ord. map, Section 34.  Land Conservation Committee  met March 14th re: Patrick Fitzgerald re: wetland redelineation.   WTA Dinner meeting April 30th, Town of Jackson Town Hall.

 

CITIZEN COMMENTS  Jeff Steinert asked the Board to notify the Fire Dept. when they close a road.   Joanne stated internet service is no longer available on her town computer as the bill has not been paid – she spoke to Ken about it and he advised it is now billed quarterly rather than yearly as before.  Joanne received a notice from Charter offering high-speed internet service for $20 per month.  Chairman Schreiber stated they will talk to Ken. 

 

TREASURERS REPORT  Ken Ramthun was not at the meeting, but did print some of the checks, which the board signed.  He will pay any bills received tonight on Thurs.
